July 5, 2024 – In the Official Gazette of Romania, Part I, no. 642/05.07.2024, ANAF Order no. 3562/2024 was published for the approval of the Procedure regarding the redirection of corporate tax, according to the law, for sponsorships and/or acts of patronage, as well as the model and content of certain forms. The provisions of this order apply starting with the redirection of corporate tax owed for the fiscal year 2024/modified fiscal year starting in 2024. Corporate taxpayers can redirect amounts from the tax owed until the legal deadlines for submitting the annual corporate tax return.
June 27, 2024 – In the Official Gazette of Romania, Part I, no. 597/27.06.2024, the Joint Order no. 1337/1268/2024 of the President of the National Agency for Fiscal Administration and the President of the Romanian Customs Authority for the approval of the Procedure for using and operating the national system for monitoring the transport of goods RO e-Transport was published.

July 5, 2024 – 300 antifraud inspectors conduct traffic controls regarding the application of RO e-Transport provisions.
Starting July 1, ANAF, through the General Directorate of Fiscal Antifraud, conducts extensive traffic control actions. The focus is on compliance with the legal provisions imposed by the RO e-Transport system regarding the possession of UIT codes for the goods being monitored and the application of measures to prevent and combat illicit economic activities during the transport of goods provided for by Law 296/2023.
The controls are conducted near border crossing points and internal control points on main roads, transport nodes, and goods storage areas, involving approximately 300 antifraud inspectors nationwide. During checks conducted from July 1-4, 6100 vehicles were stopped, with legal violations found in terms of non-declaration of goods transports in the RO e-Transport system or lack of origin documents for goods during transport.
These offenses resulted in sanctions amounting to over 20.48 million lei, including fines, confiscations, and fiscal implications. Control actions will continue with the main goal of increasing the collection rate of taxes and duties owed to the state budget and strengthening the capacity to track and collect amounts due to the state budget in the case of goods transports, as well as ensuring fair competition and fiscal equity among all taxpayers and combating the increase in inequalities, particularly in relation to good-faith taxpayers who comply with fiscal rules.

July 8, 2024 – Accountants, economists, and entrepreneurs organized a protest in Bucharest to draw attention to what they call "fiscal terror" and measures adopted without public consultation, but which have a major impact on the entire society. The demonstration, titled "No Chaos in Fiscal Legislation."
The "No Chaos in Fiscal Legislation" protest, initiated by accountants, experts, economists, and entrepreneurs, has spread on social media and garnered support from several professional organizations. "In a country where the business environment should be supported and encouraged, we are witnessing an alarming reality: lack of transparency and poor communication from state institutions, which seem to adopt measures stealthily, at night, without consultation and without considering the devastating impact they have on taxpayers and businesses. This is the context we find ourselves in today, a context where legislative chaos and fiscal terror become the norm," stated representatives of the Romanian Association of Accounting Entrepreneurs (PACR).

July 8, 2024 – The Body of Expert and Licensed Accountants of Romania (CECCAR) released a new position paper on eVAT on Monday, with a series of proposals for the authorities to avoid "a situation where a European initiative to modernize and adapt the VAT system to the digital age, which is primarily about supporting entrepreneurs and promises to increase efficiency, reduce bureaucracy, and combat tax evasion, turns into a nightmare for Romania's economy."
Following consultations with members across the country from July 3-5, 2024, CECCAR is urging the fiscal authorities to "urgently adopt an action plan targeting two directions":
"We believe this avoids a situation where a European initiative to modernize and adapt the VAT system to the digital age, which is primarily about supporting entrepreneurs and promises to increase efficiency, reduce bureaucracy, and combat tax evasion, turns into a nightmare for Romania's economy," states the professional organization of accountants.
We remind you that on June 21, 2024, through OUG 70/2024, the Government introduced the pre-filled eVAT return, and then, following protests from accountants and entrepreneurs, on June 28, it issued OUG 87/2024, which postponed a series of provisions of the system. Now, CECCAR accountants are asking the Government to repeal the current eVAT provisions.
