In pursuit of fostering an urban environment characterized by thoughtful planning and cohesion, the Sector 1 Municipality has embarked on the development of four essential Zonal Urban Development Plans (PUZs). These plans are pivotal in enhancing the local community's quality of life and will serve as guiding principles, significantly contributing to the territorial planning and development agenda of Sector 1.

Zonal Urban Development Plans represent spatial planning and regulatory instruments aimed at fostering coherent territorial development in alignment with the existing natural framework. They are the result of collaborative efforts among urban stakeholders and the local community, grounded in participatory-consultative processes. Citizen collaboration and involvement are crucial for sustainable urban development.
Within the framework of developing these Zonal Urban Development Plans, the Sector 1 Municipality aims to address existing local dysfunctions and establish the necessary directions, priorities, and regulations for medium to long-term territorial development and urban structure enhancement. These include:
Identification of existing dysfunctions and establishment of development directions: Through PUZs, local dysfunctions will be identified and addressed, setting directions and priorities for improving urban conditions.
Justification of public utility investments and regulatory support: PUZs will provide the basis for public utility investments and offer the necessary support for issuing urbanism certificates and building permits.
Establishment of construction conditions and urban compliance: Conditions for the realization and compliance of urban constructions and developments within the regulated area will be set, ensuring urban coherence.
Reassessment and optimization of mobility and road infrastructure: Evaluation and modernization of road infrastructure, including the delineation of a coherent street grid to serve the respective areas and proposed functions, and determination of areas to be transferred to public domain.
Identification of areas with urban servitudes and protection: Areas with urban servitudes and various restrictions will be identified and established, as well as protection zones required according to specialized studies.
Enhancement of functional mix and development of public institutions and services: Encouragement of functional mix enhancement through the integration of new activities and the development of public institutions and services, contributing to the diversification of the local offering.
Reorganization and rehabilitation of public spaces and improvement of environmental conditions: Reorganization and rehabilitation of public spaces, including the creation of green spaces, parks, playgrounds, and recreational areas, with a focus on improving environmental and landscape conditions to create a more pleasant and sustainable urban environment.
